In-service trainings provided to employees outside the workplace, inside or outside the enterprise are referred to as out-of-work training. ” In addition, in-service trainings outside of work are usually understood to mean outside trainings. Therefore, in-service practices carried out in the workplace without the employees moving away from the workplace were called education on the job training. In-service trainings are seen as the methods of training the personnel outside the usual psychological and social environment in separate environments. The concept of performance, which is closely related to in-service training; capacity, skills, achievement, means to fulfill the task effectively and work to be done. However, in order to establish performance evaluation systems in the enterprises, it is necessary to determine the objectives and objectives of the existing systems. In order for the enterprises to reach the targets in the best way, the performance levels of the employees should be evaluated professionally. Therefore, it may be possible to achieve the desired purpose only if the performance evaluation technique and method are applied better.
