Bu çalışma, güç dengesinin uluslararası ilişkilerde sistemsel bir durum mu yoksa devletlerin bilinçli tercihleriyle şekillenen bir dış politika stratejisi mi olduğu sorusuna odaklanmaktadır. Kavram, tarih boyunca hem uluslararası sistemin işleyişini açıklayan yapısal bir olgu hem de devletlerin güvenliklerini koruma amacıyla başvurdukları bir politika aracı olarak yorumlanmıştır. Bu ikili nitelik, güç dengesini hem açıklayıcı hem de yönlendirici bir kuramsal çerçeve haline getirmiştir. Çalışma, öncelikle kavramın Rönesans’tan 20. yüzyıl ortalarına uzanan tarihsel gelişimini incelemekte; ardından Realizm, Neo-realizm, Liberalizm, İngiliz Okulu ve İnşacılık gibi başlıca kuramsal yaklaşımların güç dengesine ilişkin yorumlarını karşılaştırmalı biçimde değerlendirmektedir. Bu inceleme, güç dengesinin sabit bir yapı değil, değişen sistem koşulları ile aktör davranışları arasındaki etkileşimden doğan dinamik bir süreci temsil ettiğini göstermektedir. Derleme niteliğindeki bu çalışma, kavramın sistemsel ve stratejik boyutlarını bütüncül biçimde ele alarak, güç dengesinin uluslararası düzenin istikrarını anlamada literatürde önemli bir başvuru çerçevesi olarak değerlendirildiğini göstermektedir.
