Petrol Fiyatlarının Türkiye’de Genç İşsizlik Üzerindeki Etkisi

Bir ülkenin üretim kapasitesini artırmanın en temel bileşenlerinden biri istihdamdır. İstihdam sürecinde emek faktörünün bir kısmının dışarıda kalması olarak adlandırılan işsizlik bir ülkede ekonomik, sosyal ve psikolojik birçok soruna neden olmaktadır. İşsizliğin en önemli nedenlerinin arasında ekonomik durgunluğun yanında maliyetlerin yükselmesi yer almaktadır. Maliyetler açısından gerek üretimde hammadde olarak kullanılan gerekse taşımacılık için hayati öneme sahip olan petrolün fiyatı üst sıralarda bulunmaktadır. Dolayısıyla petrol ithal eden bir ülke için petrolün fiyatı ekonomik büyüme, üretim ve istihdam konusunda önemli bir etkendir. Ülkelerin ekonomik gelişme ve kalkınma sürecinde başarılı olabilmesi için işsizliğin doğal işsizlik seviyesinde olması oldukça önemlidir. İşsiz bireyler arasında en sıkıntılı kesimlerden olan genç işsizler (15-24 yaş) ülkelerin bugününü ve geleceğini şekillendirmede aktif bir rol oynamaktadırlar. Bu kapsamda bu çalışmanın amacı Türkiye’de petrol fiyatlarının genç işsizlik üzerindeki etkisini tespit etmeye çalışmaktır. Petrol fiyatlarının bağımsız değişken olarak kullanıldığı bu çalışmada genel genç işsizlik, kadın ve erkek genç işsizliği olmak üzere üç model kurulmuştur. Çalışmanın bulgularına göre üç modelde de petrol fiyatlarının artması genç işsizliği artırırken, en fazla artış kadın genç işsizliğinde görülmüştür. Bu durum gelişmekte olan ülkelerde kadınların emek piyasasından daha kolay dışlandıklarını göstermektedir
