This study is aimed to show the process of the public procurements of the enacted laws in Turkey, being a candidate of
the European Union, is analyzed by EU directives in terms of compliances and differences. Moreover, Turkey is
monitored by annual progress report in terms of to what extent the EU acquis is close to its laws and how Turkey absorb
the acquis. By taking this case into consideration, this study has tried to determine which regulations in Turkey do by
closing its laws to EU acquis and differences the enacted laws.
In this context, after discussing public procurements, this develeopment processes have determined in Turkish case. The
EU acquis and Turkey’s public procurements have tried to compare and also present what kind of differences in Turkey
do in order to improve the EU harmonization process. At the end of the study, current situation of Turkey in the EU
harmonization process has evaluated and some suggestions are given to eliminate shortcomings and differences.
