Abstract

The programs and requirements of courthouses need to be developed through versatile planning, programming, design, and construction process. The implementation of the Value Management (VM) process, which aims to achieve maximum efficiency by using limited resources in the management of this complex process, will both provide economic improvement and improve value to the building in terms of functionality. Value management is an approach that emerged in the United States after World War II to achieve maximum efficiency from limited resources. Value management, which has been used in the USA during the 1950s, should be considered as a method that could be used in the transition from the ‘cheapest option to the best value option’ for Turkish construction industry. Although this process occurs in the manufacturing industry, it can be successfully useful to a wide choice of areas, including the construction industry. Therefore, it must be renowned that the value management principles and methodology in construction projects will not only help to obtain better value from resources, but also provide additional benefits such as better communication, better teamwork, and better use of the supply chain. This article discusses value management practices of the New Bolu Courthouse in the architectural design process and exemplified as an implementation of a value management application in Turkey.
