THE MEASUREMENT OF LIGHTING PERFORMANCES OF THE LAW UNITS WITH THE MOORA METHOD

Abstract

Unsolved incidents are solved by the law enforcement agencies, increasing the trust in the law enforcement units of the society.
Therefore, the resolution of unsolved incidents by law enforcement units is very important as an indicator of law enforcement
performance. In this context, the duties of the police in the Turkish public administration and the importance of the concept of
unsolved in terms of law enforcement are explained in the literature section of the study. Furthermore, according to the current
conditions and facilities of law enforcement units (gendarmerie and police), the events illuminated by law enforcement units
should be evaluated. In this case, the variables that affect the illumination of the incidents occurring in the areas of responsibility
of the police and gendarmerie law enforcement units responsible for ensuring safety and security on land have been identified.
In this context, 5 law enforcement units have been created as imaginary and the possibilities, situations and number of
illuminated events of the variables that will affect the public order events occurring in the responsibility areas of the 5 law
enforcement units have been created as imaginary. Then, the performance of the law enforcement units in illuminating the
events (achievements, activities, preferability) by applying the Moora numerical method, the performances (achievements,
activities, preferability) was compared. Therefore, this study is a method for evaluating the lighting performance (achievements,
efficiencies, preferability) of law enforcement units by Moora numerical method in the light of the variables that are assumed
to be present and equal importance of law enforcement units. With this method, it is also possible to evaluate the enlightenment
of law enforcement units more specifically, to compare the performance (success, efficiency, preferability) of law enforcement
units in enlightening events and to take measures to increase the number of enlightened events of the relevant law enforcement
units.
