Abstract

One of the most important problems of public administration is the struggle of the bureaucracy to obtain a position against
political power with the desire of power. In democratic systems, bureaucracy, which is under the command of political power,
which is an important tool of power, has tried to influence the political power by using its strength of knowledge ownership
and expertise when it is necessary. It has been found to tend to establish guardianship over political power. To represent the
legitimate authority of political power and be in control of the budget itself is not enough to get the bureaucracy under control.
Even though different methods and methods have been tried, serious results have not been achieved. However, in the
presidential systems where the executive is strong, the bureaucracy is more than the managerially controllable systems. By the
transition from the parliamentary system to the presidential system in Turkey, it appears that the bureaucracy has recently
begun to act in the direction of the decisions and policies of political power which are drawn to its field. It can be said that the
strong political leadership specialities of the President are very effective in this. Because after every official speech of the
President we are witnessing new decisions taken in the bureaucracy and serious changes taking place. Therefore, analyzing the
effects of the President's speeches on the bureaucracy and comparing them with the examples of other countries makes up the
main objective of the study.
