State systems are generally examined in three different ways: federal, unitary and regional. There are many historical, cultural,
social and political reasons for different political systems of states. At the same time, it shares its duties and powers with local
administrations in all state systems administrative organizations. What determines the limits of duties and powers is the
democratic accumulation and political culture levels of the countries.
Turkey and England are politically centralized units in that country. However, England is a much more localized state regarding
the transfer of duties and powers to local administrations. In this study, historical development and the types of local
management of local authorities in England and Turkey were examined. In this respect, Turkey and the local management
system implemented in the UK (London in particular) it was evaluated in comparison.
