When the health sector is to be evaluated in terms of the country, an advanced society will occur only with healthy individuals. For this reason, health; should be a priority target by the community and its administrators. Persons; living, learning, working, forming a family, in short, must be healthy for everything.
For the countries, the health sector has a strategic importance outside the economic aspect. For this reason, country administrators must follow the health sector directly. Almost all of the health sector expenditures are covered by the state. For this reason, public interventions and reforms are brought to the agenda every year.
In our country, reforms have been made since the day it was established in order to increase our health level and to provide an effective treatment service. In 2003, reforms were made within the framework of Health Transformation Program. Changes in the financing and delivery of health services have occurred.
In this study, made changes and reforms in the historical development of the health sector in Turkey were examined. The recent reform work in our country, the Health Transformation Program, has been analyzed in this historical development. The aim is not only to see policy changes and reforms, but also to examine the effectiveness of the reforms on the issues such as satisfaction in society, access to services and quality service.
