Abstract

Organizations must adapt to changing environmental and market conditions to survive. For this purpose, strategic analyzes,
market analyzes, detailed in-house analyzes, planning and investment decisions are important studies for organizations. Human
Resources (HR) are at the center of these studies. The Sustainable success of an organization is possible through the good
management of the HR department. In other words, the success of organizations in strategic management processes will be
ensured by the effective management of employees. Research shows that there is a strong relationship between HR activities
and business successes. Many practices play an important role in this, such as having a proper personnel selection process,
establishing an effective performance evaluation system, making merit-based appointments and upgrades, and establishing a
fair reward system.
To achieve organizational success, HR management competencies need to be accurately identified. The competence needs of
organizations change according to changing world conditions. In the study, these requirements are stated in chronological order.
The competency models are used in determining the competencies of the manager. After briefly mentioning the three
competence approaches, Multi-Criteria Decision Making (CCKV) methods used to weight competencies are mentioned.
