Abstract

In this study, it was first revealed how social aid expenditures developed and applied in Turkey. The relations between Total
Social Assistance expenditure and Budget Balance, Unemployment Rate and the Gini coefficient, P80 / P20, Growth Rate in
Turkey were analyzed graphically using official statistical data for 2002-2016 period. Although there was an increase in the
unemployment rate and a decrease in growth rate in the period examined, a negative relationship was found between social
assistance expenditures and GINI coefficient and it was found that social assistance expenditures improved in the direction of
justice in income distribution. Overall, it was found that social assistance expenditures in Turkey should be improved as a
productivity-enhancer.
