Although the story of cinema began with a short film lasting just over a minute, the short film has developed today in the form
of a format whose existence is defined on the basis of feature films. Short film competitions and film festivals have been the
ethical power of the work to come and endure time while discussing what short film is and increasingly fixating under twenty
minutes. Today, we can see various non-governmental organizations as the patron or organizer of many festival organizations
related to short film. In this study, which will focus on the circulation and production possibilities of the short film in Turkey,
which has a wide circulation network in Turkey and in the world, the roles and effects of the non-governmental organizations
that have been defined in a new format with globalization plans since the 1990s will be examined. In order to obtain theoretical
information in the research, various sources have been used by literature review and also the websites of non-governmental
organizations that contribute to short film festivals will be examined and their contributions to the production and circulation
of short films in Turkey will be discussed.
