The European Union is an economic base that emerged in the second quarter of the 20th century. Today, however, discussions of political unity remain on the agenda, and the EU is seen as the building block of democracy, human rights and other universal values. As a matter of fact, when the historical development process of the union is examined, it is seen that it emphasizes the continuous cooperation, synergy and participation. Nowadays, the most important issue that the EU attaches importance is to develop a common sense of belonging at the level of member states and citizens and to spread it at the level of unity. To this end, the EU sees local governments as a cell of democracy and seeks ways of laying people in local politics. For the EU, local governments are a fundamental mechanism for the realization of democratic state, democratic legitimacy and representation. In this study, it is aimed to focus on local government understanding within the framework of the establishment logic of the EU. For this purpose, the historical development and organs of the EU were first explained and then the local government systematic was evaluated. In addition, in the study, explanations were made in the context of French and UK local government tradition and structure
