Abstract

The effects of climate change are multidimensional. In their jurisdictions, Mayors are faced with managing a process that involves serious transformations such as zero emission, sustainable and clean energy, water management, safe food, disaster-crisis plans on the one hand, and developing just climate policies that will ensure a just transition and support social development on the other. In this study, Mayors’ approaches to vulnerabilities and vulnerable groups caused by climate change and the policies they develop are analyzed. The conceptual framework is based on the existing literature on the human dimension of the global climate crisis. The speech analysis method was chosen as the methodology. Accordingly, in light of the conceptual framework, the Youtube content of the speeches of 6 Mayors and 1 Deputy Mayor who participated in The Sustainable Energy and Climate Action Plan (SECAP) 4th Municipalities Meeting was subjected to qualitative content analysis using Maxqda Qualitative Analysis Program. The results show that local administrators have an awareness of vulnerability and develop appropriate policies in this sense.
