It is stated that the constitutional law of the modern period has great importance. Thus, it clearly shows the state’s administrative system and the rule of principles on which it is based. A value underlies every rule of law. These values and the norms of behavior that protect these values, whether written or not, came from an ideal authority.
Law is the foundation of life. Where there is no right, equality, and freedom, chaos occurs. Legal rules are needed for the existence of freedom. Because freedom can only be mentioned within the legal rules. It led to important political, social, and legal changes throughout the world and the impact of the revolutions in the field of law emerged from the constitutional point of view in the first place. Therefore, the law is of paramount importance to the whole order of life, be it political, social, or economic.
Legal rules regulate the powers and duties of individuals and society, the freedom of individuals, and their relations with other people. Thus, the rules of law impose duties on individuals on the one hand and give rights and powers on the other. Then; The rules that regulate the relations of individuals with each other and with the society, which contain orders, prohibitions, and powers, and are sanctioned by the state, are called legal rules. Law has become synonymous with social life.
