AN INSTRUCTION PUBLISHED IN THE LAST OTTOMAN PARLIAMENTARY ELECTIONS AND ITS IMPACT

In the Ottoman Empire, one of them was in the First Constitutional Era and four of them in the II. and period of armistice a total of five elections were held during the Constitutional Monarchy. The first election was made in 1876/1877 during the First Constitutional Era. The Assembly Deputies, which was formed as a result of this election, prepared an electoral law and this law was passed by the Parliament of Ministers. Sultan II. Abdülhamit ended the Constitutional Monarchy in 1878 without approving this draft passed by the councils. Thirty years later, in 1908, When the Constitutional Monarchy II was declared, With the will of Abdülhamit II, this draft was put into effect as the election law. After that, elections were held in 1908, 1912, 1914, and 1919. Although the elections are generally held on the basis of this Law of Appropriation, from time to time, decisions of the council of ministers, namely decrees, regarding the elections were also issued. Instructions have also been prepared in order to explain, reinforce or draw attention to the issues specified in-laws and decrees or to regulate new developments. The Last Election Instructions prepared by the Ottoman State is registered at the Republic of Turkey, Presidency of the State Archives with the number DH. İ. UM. EK. 00114. 00035. 001. This directive was also published in some newspapers. In this study, this instruction in the State Archives was taken as a basis. The impact of this ordinance on the elections has been examined.
