Services offered by public institutions or private institutions under the supervision and control of public institutions, which adopt the principle of public interest, are defined as public service. In this respect, health insurance services are one of the issues that should be examined in the context of public service and therefore within the scope of public policy. As it is provided mainly by the state and supportively and complementarily by the private sector, this makes the issue as the focus topic of rational, post-positivist, and hybrid public policy analysis approaches. Thus, the health insurance issue in Turkey is a good example to make the limits of the public policy analysis approaches more visible. On the other hand, it is important in terms of insurance and public policy literature to reveal the different dimensions of health insurance in Turkish literature within the framework of these approaches. With regard to this argument, in the study, the health insurance services subject has been discussed around these public policy approaches. A content analysis conducted on 75 graduate theses with full texts, to investigate the health insurance subject in Turkey, among these approaches. In the conclusion of the study, some inferences about the current situation have been made over the distribution of the theses in public policy analysis approaches.
