This study was primarily given to explain how the Turkey of the causes and consequences of the brain drain and brain drain effects. In this context, it has been demonstrated the reasons for the migration of qualified people from Turkey. In the analysis part of the study, five-year development plans in Turkey were examined. This review is about whether there is a brain drain. Therefore, the study is about whether policies in development plans are effective for qualified manpower to go abroad. When the five-year development plans are examined, it is seen that some plans do not include brain drain or are generally considered within the concept of migration, and some plans include measures to prevent brain drain.
