THE REFLECTION OF NATIONALISM ON METROPOLITAN MUNICIPAL LAWS

Abstract

Political authorities that succeed in pleasing the public with municipal services can strengthen their legitimacy. They can also increase their votes at the next election. Therefore, they make the continuous structural and functional conversion for please the people. The most serious changes in municipalities were made during the AK Party rule. During the AK Party ruling period, municipalities took over many tasks from the central organization. They also provided democratic steps with the participation of the people in the decisions. Every political power directs its policies on the basis of its existing political ideology, and the laws of Metropolitan Municipality have changed on this basis. The AK Party, since its foundation, has defined itself as a “conservative democrat”. In fact, in recent years, nationalism has been strongly expressed in this conservatism.
The aim of this study is to reveal the reflection of AK Party nationalism on the related laws (Upon amendment of Law no. 6360 on Metropolitan Municipality Law and Metropolitan Municipal Law). Thus, in the study, traces of nationalism would be sought on the relevant laws. The study is becoming more important with a focus on this issue. The limitation of the study, ıt does not focus on all policies of the AK Party. ıt focuses only on the amendment of Law No. 6360 and Metropolitan Law. For the realization of the study, the laws were obtained from the legislation. On the other hand, articles, regulations, video (primary and secondary sources) were obtained to make the study from the internet and the library. In the conceptual section of the study, short information about the political ideology of the AK Party and explanations about nationalism has been given. In the implementation part of the study, ideological findings obtained by examining the existing legislation related to nationalism have been revealed and interpreted. As a result of the study, the social, economic and cultural reflections of nationalism were determined in the relevant laws. Anti-nationalist reflections were also found in the relevant laws
