The social state is defined as the understanding of the state, which aims to provide a minimum level of life to its citizens and deals with the social situation of the citizens. One of the tools used by the social state to achieve this goal is social protection expenditures. The theoretical framework of the social state has gained importance with the question of how the welfare increase caused by capitalism can be divided among individuals. The transformation of this concept into practice as possible in the second half of the 20th century with the increase of people in need of protection in society after the years of war and crisis. The study aims to examine the course of social protection expenditures made within the context of social state understanding
