Today, unemployment is not only a national problem but also a regional and global problem. In this sense, besides the countries that deal with and evaluate the unemployment problem, regional and global elements are also undertaking initiatives and developing special policies. Some of these initiatives and policies address specific groups that face the risk of unemployment more intensely and more dramatically. Youth unemployment located in these groups shows itself as a major problem area both at the level of the European Union and in Turkey. Unemployment in the young population, which constitutes the mainstay of society, can prevent countries from developing in economic, social and political terms. In this context, the issue of youth unemployment is handled in two dimensions as theoretical and practical. In the first part of the study, young unemployment is examined conceptually. In the second part, policies on youth unemployment at EU level, which are different from those in national structures, are examined. In the third part of policies related to youth unemployment at the national level in Turkey, it is examined.
