Abstract

Notion of ethics that shapes attitudes and behaviors of individuals by distinguishing right and wrong, good and bad has gained importance in public administration recently. Turkey takes place within the countries targeting to implement "public ethics" by legal regulations in order to form a more democratic, fair and egalitarian structure and provide accountability in its own public institutions.
In this study, a field research was made towards the municipality staff in order to come out their perceptions about ethical behavior principles and factors affecting these principles in Aydın Metropolitan Municipality. All in all, in the lights of questions by survey with 720 participant, it was aimed to determine how much sense and culture of ethics settled into the institution
