Abstract

6360 numbered Law province of the administrative and service structures, the financial system of local government, in the case of local public political participation in local public service delivery, and there have been changes in the existing system of local government in planning, in Balıkesir province is granted the status of metropolitan municipalities. In Balıkesir metropolitan municipality established two new districts, removing the neighborhood has been transformed into a legal entity of the municipalitiesand villages of the region. Political participation status of people living in the province have changed. Removing the special provincial administration provide sequivalent services to local community councilis intended to provide one-stop service through the municipalities of similar nature. Changes were made in substantial financial resources of municipalities. Zoning, planning, water and sewerage authority to centralize administration is mostly concentrated in the metropolitan municipalities. 20 mayors in the Balıkesir province in our study, second deputy mayor and 33 councilvice president with 9 made question naire consisting of 54 questions, including the question of demographic 45 research the effects of the provision of public services in 6360 numbered law has been determined.
