Despite the fact that the formation of local government systems differs according to historical process and countries, international documents such as declarations, conditions, reports prepared by international organizations have a tendency to create universal values related to local governments Economic and political restructuring, which is the result of globalization, is also serving this purpose too. In this context, the concept of local democracy and participation is addressed through the European Urban Charter, the European Local Autonomy Charter, the World Local Autonomy Charter draft and the Local Agenda 21 document. International texts are also examined in terms of applications and legislation in Turkey.
