The finance organization was an important institution for the Ottoman Empire, as it was in all other states. The Ottoman state treasury, which was necessary for the state in this situation, was created during the reign of Sultan Murad I, thanks to the important efforts of Halil Hayreddin Pasha. The Ottoman Empire has attached great importance to the understanding of income and expenditure since its establishment. Due to the widening of borders over time, changes have also occurred in the financial organization. The effects of these various changes in the state on the finances have also been inevitable. As the absolute deputy of the sultan, the grand viziers also also worked on the Ottoman finances. Defterdar comes to mind naturally when finance is mentioned in the Ottoman Empire. In this regard, it has been determined that the vizier also has duties and powers. In this way, financial studies of the vizier a'zam as well as the treasurer were tried to help in clarifying the subject by examining mostly research-examination works by using the literature review method.
