Abstract

There are some problems focused on both student-teacher and managers in Public Education Centres. Some studies have been done aimed at the determination and solution of related problems via field scanning recently. This study, it is aimed to find out the professional issues of the managers working in Public Education Centres.

In the study, the professional issues of the managers working in Public Education Centres have been first examined based on literature. Then, the meeting has been done by preparing a meeting form to determine the managers’ opinions about their professional issues.

In the result of analyzing the data obtained from the study, they have said that the Public Education Centres buildings couldn’t meet the needs and have been insufficient by the reason of the population density in the cities because of the immigration from the villages to the cities, don’t have enough workshops, laboratory and technical equipment to open the vocational courses of the different profession sorts, that our Public Education Centres don’t have their independent ministration buildings and are insufficient to open the modular programs of the workshops’ equipment.

They have stated that the issues have come out during providing the necessary equipment for the courses under the low socio-economy status of the trainees benefiting from the Public Education Centre courses, that our Public Education Centres’ current structures don’t have enough equipment and access opportunities, especially for disabled citizens, that our Public Education Centres couldn’t follow the changes by the reason of the too fast changes in the fields of science and technology.

They have said that Public Education Centres have serious financial difficulties and can’t reach the supposed goals by the reason of inadequacy of financial resources, that the deficiency of permanent teachers in the institution is intensely felt and this situation is perceived as big trouble, that the working staffs have problems between each other or with the other staffs according to the employment sorts and have serious problems especially with temporarily working qualified instructors.

It has been seen that the situation of the distinction of permanent teachers, qualified instructors, temporarily qualified instructors, substitute teachers, etc. in Public Education Centres has created big trouble, and this situation has caused the staff to have problems with each other, the problems with the staffs have been cleared up by the institution administration though establishing dialog, that in the result of the research, there are no skilled staffs to prepare projects in Public Education Centres and this situation has created a disadvantage for the institution and they have expressed their need for skilled staffs on preparing projects.
