BUREAUCRACY AND REFORM: OTTOMAN STATE

Abstract

In the history from seigniory to the empire, the problems of the Ottoman state were increasing over time as the lands, incomes and population increased while they could be listed in different titles on the one hand. Although the size and power of the state have long been concealing the existence of various problems, the absolute result has not been reached at the point of complete destruction. Similarly, the Ottoman state bureaucracy has continued to grow and change over time, from the foundation of the state to the collapse of the state, and has created its own bureaucratic tradition. In the formation of the related tradition, the Ottoman state has had a long history, as well as various reflections on the solutions it has tried to produce for the problems the state has experienced. In this context, it is possible that the reforms realized in the Ottoman state can be evaluated as a solution in overcoming the problems. As the main developments that have different levels of influence in the Ottoman bureaucracy and can be evaluated within the context of the reform, the charter of alliance, the rescript of reform, imperial edict of Gulhane and the ottoman constitution periods can be mentioned. So much so that the time period covering the relevant periods allowed the Ottoman state bureaucracy to change and vary in various dimensions by varying degrees. This study aims to examine the developments in bureaucratic change and transformation in the context of reforms in the Ottoman state.
