Abstract

As European historians claim, it is a mistake to see the Seljuk oguzs only as political and military power. . The Seljuks were the creators and the owners of the civilization which had a great influence on the emergence of the Renaissance Europe. The Seljuks became the first state in history to make science and education politics of the state. Apart from the salaries and pensions separated by scholars, teachers and students, 300.000 dinars per annum were allocated annually in addition to education and training at the time of Sultan Meliksah. It means that after the military, the greatest share of the state budget is devoted to education and science. If such knowledge and education are not made in the monumental period and the money is not spent, it turns out that the Seljuks established a great civilization. The Seljuks were the founders of the medreses which were accepted as the starting place of the contemporaneous universities, and they were the innovators.
