The purpose of this study is to examine the effect of ethical leadership behaviors on perceptions of organizational justice. The
study, which was designed according to the relational screening model, was carried out with a total of 115 employees working
at a public institution, who were selected according to convenience sampling method. Questionnaire technique was applied to
obtain the data of the research. In the structured questionnaire prepared, there were questions intended to measure ethical
leadership behaviours and perceptions of organizational justice as well as personal information. The data gathered were
analyzed by computer based statistical analysis (descriptive statistics, correlation and regression). In measuring the perceptions
of the employees about ethical leadership behaviours, "The Ethical Leadership Scale" consisting of 10 items developed by
Brown et al. (2005) was used. Employee perceptions of organizational justice were measured by the "Organizational Justice
Scale" developed by Niehoff and Moorman (1993), which has three sub-dimensions: distributed justice, procedural justice and
interactive justice. As a result of the regression analysis conducted, it was determined that ethical leadership behaviour is an
important predictor of organizational justice perception.
