Abstract

Although different economic programs have been implemented since the foundation of the Republic, it is no doubt that the main purpose is to establish the principles advocated by liberal policies. However, liberal policies up to the 1930s and neoliberal policies in the post-1980 period differ in terms of implementation. Until 1930, a liberal economic system was tried to be developed with the support of the state, credit facilities and tax advantages. The picture that took place both in the national and international arena in the 1930s necessitated the establishment of state management in Turkey and its rapid spread within the country.

Although liberal policies were tried to be implemented from time to time in the period from the 1930s to the early 1980s in Turkey, in general, policies were formed and implemented in accordance with the mixed economic model in which the public administration and the private sector took place together. In the post-1980 period, neoliberal policies started to be implemented with practices such as free market and privatization.

Sugar, which was mentioned as one of the three whites in the founding years of the Republic and whose production was aimed to be focused on because it is one of the basic consumer goods, is one of the products with the most state intervention in the world with protectionist policies such as various production and tariff quotas. Sugar, together with its by-products, has played an important role in the development of agriculture-based industry in Turkey and especially in the development of rural areas. Turkey, which is the 5th in the world in sugar production from beet, has an important position among the countries.
