Public relations; these are the studies carried out to convey the policies and practices determined by the management to the public through various channels, to measure and evaluate the impact of the message on the public, to correct the problems, if any, and to present them to the public again, and to provide a positive image in the eyes of the public. Public diplomacy is; It is the attempt of a state to influence the nation and intellectuals of another nation in order to turn the policies of this nation in its favor. It is the communication process of a state that aims to convey the ideas and ideals of its own nation, its institutions and organizations, its culture, as well as its national goals and current policies to different nations. The main purpose of this study is to examine and relate the concepts of public diplomacy and public relations in the literature, to discuss the problems and solution proposals. A descriptive research method was used in the study, which was written as a result of scanning the literature on the subject
