Abstract

Major pillars of islam do not consist of only the ones related to afterlife but the one regulating material, spiritual, social and financial practices. Zakat, one of the five pillars of islam, is a significant divine service in this respect. Kuran contains many verses dealing with zakat, alms and aid as well as many hadithes of the Holy Prophet.
There are many verses and hadithes about the obligation of zakat, and verses about whom and where to render as well as practices of the Holy Prophed. The are classified into eight in Tevbe surah 9/60. One of them is müellefe-i kulub (people with reconciled hearth to islam). However, various views emerged following the decease of the Holy Prophet. During caliphate period of Holy Ebu Bekir, certain people came and claimed from zakat, they were sent to Holy Ömer, and he stating that they were abusing the system and rejected any payment. Since then, rendering them any amount from zakat fund or any any other fund of the state has been under discussion.

Of these views, şafii, maliki and hanbeli sects seem close while Hanefi sect schoolars and certain late modernist schoolar have completely different views. Some of them try to suspend the validity of the verse, put it aside or even abrogate it. The present study explores and analyses different views about the case.
